Who pays in New York City

Split. The seller pays the city transfer tax and the state base tax. The buyer pays the mansion tax and the NYC supplemental tax.

What catches people out

The mansion tax and its NYC supplement apply to the entire price, not just the part above the line. Buying at $1,000,001 instead of $999,999 costs an extra $10,000. At $3 million four separate taxes apply at once.
